The Balanced Scorecard is a framework strongly linked to performance measurement. However, the Balanced Scorecard framework and the processes associated with its design are also fundamentally concerned with communication and articulation of strategy. This role for the Balanced Scorecard, specifically its use to communicate strategy across intra-organisational borders is the subject of this paper.
